A representação inclui a representação para efeito de IVA?

Não. Representações para efeito de IVA podem ser contratadas a parte e demandam processo autónomo.

Por ter o NIF como não residente tenho alguma obrigação fiscal em Portugal ou preciso pagar imposto em Portugal?

Você precisará do NIF para submeter alguns pedido de visto; para realizações determinadas operações comerciais e contratações em Portugal; para abrir conta bancária; para declarar início de atividade profissional em Portugal; entre outras situações.

Por que preciso ter cautela ao escolher o meu representante?

O representante será a ponte entre você e a Autoridade Tributária. Você precisa ter a certeza de que ele possui condições de receber toda e qualquer comunicação em seu nome e informar-lhe em tempo. Você não poderá usar como argumento face à Autoridade Tributária a falha de comunicação com o seu representante caso você incorra no descumprimento de alguma obrigação relativa ao qual foi notificado.

Via de regra, terá de pedir o NIF como não residente e, quando tiver o título/cartão de residência, atualizar a sua morada.

Sim, o NIF pode ser atribuído tanto a crianças/menores de idade quanto para maiores de idade. Em caso de criança/menor de idade a procuração mencionará os dados do requerente conjuntamente com os dados dos representantes legais. Neste caso, a procuração será assinada pelos representantes legais.
